More About Joyce Taylor Moten


Dr. Joyce Taylor Moten is the founder and President of Oceans of Faith Ministries formerly Greater Horizons in Faith Ministriecs Inc.  She is a prophet of God operating under the anointing of the Holy Spirit.  She has witnessed the miracle power of God in her life and the lives of His people. She is a woman of faith, who believes that if God’s Word states it. He is able to perform it.  

 She is a native of Washington, DC, She received her early Christian training at the Franklin P. Nash United Methodist Church.  Her mother, the late Mrs. Odessa Taylor, a Sunday School Teacher, observed Pastor Joyce’s oratory ability as a young child.  Mrs. Taylor developed that skill, by teaching her the scriptures and placing her before the congregation to recite them. 

Mrs. Taylor’s unexpected death in 1977; was the life changing event that sent DR. Joyce on a quest to find God for herself. The burden of moving through life as a divorcee and single parent brought her to her knees.  Overwhelmed and broken by life’s pain she experienced a bout with severe depression.  At this low point in her life in she totally surrendered to the LORD.  Dr. Moten received Jesus Christ as her personal Savior in 1987, after an encounter with the occult. This caused her to be bound with a spirit of fear and suicide.  Jesus' deliverance power set her free from depression and a feeling of hopelessness. 

 So grateful to the LORD for his mercy towards her and her family, she began to run for Jesus. Everywhere she went, she testified about the transforming   power of God. She began to pray fervently for others to be saved and restored. The grocery store, the beauty salon, the shopping mall were all her pulpit. Anywhere someone would listen, she talked about Jesus.  Many of her friends did not understand this radical change in her life and they separated ways.  But she continued to walk with the LORD anyway. These same friends have since been converted, through her prayers and ministry.  

Under the leadership of Bishop  Janie Carr, Christian Outreach Center of Deliverance in Hyattsville, MD, Dr. Moten received her training as a Spirit-filled believer and Minister of the Gospel. Bishop Carr’s example of helping the community left an impact on Pastor Joyce. 

Ordained in 1989 by Dr.Barbara Hester,  Pastor  Moten  has preached deliverance throughout the country. Congregations have been warned, instructed and healed by the prophetic anointing of the Holy Spirit. Miracles, signs and wonders have followed the preaching of the Word, as well as an explosion of praise for the move of God. People have been healed from various sicknesses and diseases in these meetings and these healings have been documented and confirmed. 

In 1991, she founded Greater Horizons in Faith Ministries Inc. This ministry has helped Pastors And Ministers all over the East Coast birth works and plant churches.  She is a Business  Consultant to many organizations. She helps them to develop and implement innovative solutions and systems for their churches, schools and other entrepreneurial endeavors.   

Dr. Joyce Taylor Moten has been a member of the City of Refuge located in Los Angeles California (formerly Greater Bethany Community Church) since1997, under the leadership of Bishop Noel Jones.

She served as the Associate Pastor of the COR Outreach Ministry Team. from April 2009 until September 2017. She was the Executive Director of the COR Rescue Outreach Ministry located in South Central Los Angeles from June 1, 2008 until February 2013.  An illness in 2017 and surgery, caused her to take a Sabbatical returning home to Washington, DC for a season. 

In the capacity of Outreach Pastor she provided Spiritual covering and direction for the Prison Ministry, Re-Entry Ministry, Sick and Visitation Ministry,  Street Evangelism Team and Substance Abuse and Addictive Behavior Ministry, as well as the Homeless Ministry.

She ministered to the homeless, poor, sick and discouraged, pronouncing hope to them. She has witnessed the miracle power of God in her life and the lives of His people.  She is a woman of faith, who believes that if God’s Word says it HE will do it.  She has prayed for countless individuals, and seen them set free from bondages and addictions by the power of the Holy Spirit. 

Her work has encompassed LA Skid Row, California Prison system, areas infested by Prostitution and Gang violence, individuals bound by addictions, the chronically ill, those in poverty and elderly. 

She has collaborated with numerous Community Organizations in Los Angeles, worked with many National and international Ministry Leaders, Corporate Sector and Non-Profit  leaders. as well as  Political figures, such as Congresswoman Maxine Waters and Congresswoman Karen Bass   She has been affiliated with strong female Ministry Leaders  in the Los Angeles area through her participation in the First Ladies Health Initiative sponsored by Walgreen's. 

She  also worked closely with Susan G. Komen Los Angeles as a volunteer Chairperson of the Circle of Promise Program. She has assisted in the  development of strategies to bring innovative ideas and positive change to impoverished neighborhoods. She was awarded two Honorary Doctorate Degrees on January 31, 2012 for her Community Activism and Evangelism of the Gospel.

Dr Moten has been called to train up children. In 2001 the LORD gave her a vision to evangelize unchurched children. She began to dress up as clown, go to the parks and have outreaches for them.  Out of this vision, Sound Off for Jesus Children’s Ministries and Miss Halley Luyah Luv were born. She has ministered at Christian Schools and Children’s’ Churches.  Many children have been blessed by this work and have come to know the Lord in a more personal way.  She has written numerous books and songs that enrich a children's knowledge of Christ.

The LORD called Pastor Moten to minister to those whose lives had been devastated by sudden trauma, homelessness, grief and loss; the broken hearted. Her own personal pain has birthed compassion for the suffering of others. Her personal testimony  is that the LORD is a restorer.  She has dedicated her life to encouraging broken men and women. Her personal testimony is that "He WILL give you  Beauty for Ashes and a Garment of Praise for the spirit of heaviness!
